Get the 2Mbps limited MTNL connection. Open up your modem (and void your warranty). There will be three wires going into the phone wire. Two are for sending and receiving packets. One is for additional info from MTNL (like speed, download limit, etc). You cut this wire insulation to reveal two entwined uninsulated wires. Cut one, and MTNL will give you full speed, but any download info will not go from your modem to MTNL. Of course, I don't even know if this works or not.
